Abstract: Public policy oriented urban planning is a necessary trend in the transition of contemporary China’s society and economy. To achieve this purpose, urban-rural planning system will need to be adjusted accordingly. This article reviews the practical situations in China and observes that the job elements of urban-rural planning in this new phase of history should include at least four parts: decision, technology, procedure, and feedback. These four parts of the job elements, their substance, expression, relationships, and strategies for achieving the transformation of organizational structure and work process to embrace these job elements are then discussed.
